Intelligence Brief
The CLARITY Act appears to be moving closer to a Senate vote after the White House reportedly reached an agreement on an ethics package aimed at resolving one of the bill’s final political hurdles.
The proposed language has been sent to Senate Republicans, though the details have not yet been released. The agreement follows months of negotiations over concerns that public officials could personally benefit from digital asset holdings or influence crypto markets while in office.
Lawmakers have already added stronger consumer protections, anti-money laundering measures, insider trading safeguards, disclosure requirements, and provisions designed to prevent another FTX-style failure.
The White House has reportedly agreed to ethics language for the CLARITY Act.
It’s the last thing standing between crypto and its first real market structure law.
Now we watch to see if Thune schedules a Senate floor vote.

Strategic Assessment
The ethics agreement could shift the bill from negotiations to a Senate floor vote within days, provided it secures enough bipartisan support.
Timing is becoming increasingly important as Congress approaches its August recess. Senate Majority Leader John Thune now holds the key decision on when the legislation reaches the floor.
If passed, the CLARITY Act would establish one of the first comprehensive regulatory frameworks for digital assets in the United States. Delays, however, could leave U.S. policymakers trailing other jurisdictions that continue advancing crypto legislation while institutional adoption accelerates.
