The Trump administration is considering joint ventures with private companies to promote dollar-backed stablecoins internationally, according to Bloomberg reporting summarized by CoinDesk.
The Treasury Department, State Department and U.S. International Development Finance Corporation could participate. The reported objectives include extending dollar use in cross-border commerce and creating additional international demand for U.S. Treasury securities.
Dollar stablecoins already dominate the sector. USDT and USDC account for almost 90% of a market valued near $292.5 billion, while stablecoin issuers collectively hold close to $200 billion in U.S. government debt.
The GENIUS Act requires covered U.S. stablecoin issuers to maintain reserves in assets including dollars and short-term Treasury securities. International adoption would therefore link additional digital-dollar circulation with demand for federal debt.
The strategy could also accelerate dollarization in economies with weaker currencies or limited banking access. Residents can acquire and transfer dollar-linked tokens without opening a U.S. bank account.
That access carries political and financial risks for other countries. The International Monetary Fund has warned that widespread foreign-currency stablecoin use can accelerate capital flight, weaken domestic monetary control and increase exposure to external financial shocks.

Stablecoin policy is moving beyond domestic regulation and into geopolitical strategy.
The United States could use privately issued tokens to extend dollar distribution while avoiding the need to create a retail central bank digital currency. The model depends on private issuers, public regulation and reserves concentrated in U.S. government debt.
No completed program, participating company or target country has been announced. Watch formal Treasury or State Department documentation, DFC financing, issuer selection, sanctions controls and responses from central banks whose currencies could lose domestic market share.
