Ripple received final approval from the Office of the Comptroller of the Currency to establish Ripple National Trust Bank, advancing beyond the conditional approval granted in December 2025. The company disclosed the decision late Monday, after the preceding Evening Token Recon cutoff. Ripple
The bank’s approved activities include managing segregated reserves for Ripple USD, serving as collateral trustee for RLUSD holders and providing fiduciary digital-asset custody. RLUSD will continue to be issued by Standard Custody & Trust Company, Ripple’s New York-regulated limited-purpose trust company. BNY remains the stablecoin’s primary reserve custodian.
Ripple says RLUSD has reached about $2.5 billion in market capitalization since its December 2024 launch. Final approval gives the group a federally supervised trust-bank entity alongside its state-chartered issuer. It does not turn Ripple into a conventional commercial bank: a national trust bank does not take ordinary deposits or make loans in the manner of a full-service bank.
The authorization is distinct from Monday’s Ripple Treasury product announcement. Treasury software can route corporate cash across conventional and tokenized rails, while the trust bank supplies a regulated entity for reserve oversight and institutional custody. The next proof point is operational, not promotional: Ripple has not yet disclosed a bank opening date or the first assets to move under the new charter.
TOKEN RECON ASSESSMENT
The final charter closes a regulatory gap that conditional approval left open. Ripple can now build custody and RLUSD reserve functions inside an OCC-supervised entity, but the license alone does not establish customer demand, reserve migration or fee revenue. The strongest confirmation will be the bank beginning operations, publishing its regulatory structure and showing which institutional assets or RLUSD reserve functions actually move under its control.
