Zcash co-founder Sean Bowe published a draft consensus proposal to end the Zcash Community Grants program’s automatic 8% share of the block subsidy. The allocation would instead go to the Network Sustainability Mechanism for the remaining life of the funding stream.
The proposal does not claw back the grants committee’s current treasury or change control of existing assets. It also leaves the separate 12% Coinholder-Controlled Fund allocation intact. Because the draft changes future consensus-level subsidy allocation, adoption would require the Zcash governance and upgrade process rather than a committee decision alone. GitHub
Bowe’s draft ZIP records 91,452.98 ZEC, about $8.8 million in dollars and roughly $2.4 million of outstanding grant liabilities. At an illustrative ZEC price of $1,300, the draft values net resources at $125.3 million. At $500 per ZEC, the same calculation falls to $52.1 million.
The automatic stream adds about 144 ZEC per target-spaced day, or 52,560 ZEC a year. At the proposal’s $1,300 illustration, that is $68.3 million annually. Bowe compares this with $1.53 million of first-quarter 2026 expenses, about $6.12 million annualized. The draft turns Zcash’s price appreciation into a governance question: when a fixed subsidy share grows much faster than spending, automatic accumulation increases custody and allocation risk. The $125.3 million headline is price-sensitive and should not be treated as cash. The decisive signals are whether the draft receives a formal ZIP number, survives technical review and reaches an activation decision without weakening the grants program’s ability to fund credible privacy work.
