CLARITY Act Delayed Until September as Senate Misses Pre-Recess Window

The U.S. Senate has postponed consideration of the CLARITY Act until September after lawmakers failed to reach an agreement before the August recess.

Senate Majority Leader John Thune said negotiations will continue during the break, with the legislation expected to return when Congress reconvenes. The delay follows disagreements over ethics provisions, stablecoin rules, and other sections of the bill that remain unresolved.

The CLARITY Act still requires bipartisan support to overcome the Senate’s 60-vote threshold before it can advance.

The delay extends uncertainty around U.S. crypto market structure legislation but does not remove the bill from the agenda.

Lawmakers now have several weeks to negotiate revised ethics language and address concerns raised by both Democratic senators and members of the Republican caucus. If the Senate approves changes, the legislation must return to the House before reaching the President’s desk.

Market expectations have weakened as the timeline extends. Prediction markets have sharply reduced the probability of the CLARITY Act becoming law this year, reflecting growing uncertainty over its path through Congress. Despite the setback, negotiations remain active, making September the next key test for comprehensive U.S. digital asset regulation.
