US Regulators Allege Goliath Used Crypto Trading Claims to Operate $397 Million Fraud

The CFTC has charged Goliath Ventures Inc. and chief executive Christopher Delgado over an alleged crypto-asset fraud involving approximately $397 million collected from more than 1,600 customers.

Regulators allege the defendants told customers that their money would be deployed in crypto trading, including decentralised-exchange liquidity pools involving assets such as bitcoin and ether. The CFTC says the funds were not used as represented. Customer deposits allegedly financed fictitious returns to earlier participants and Delgado’s personal spending.

The complaint alleges at least $48 million funded personal expenses. It also states that Delgado pleaded guilty in June 2026 to federal criminal charges connected to the same conduct, including conspiracy to commit wire fraud, wire fraud and money laundering.

The civil allegations against Goliath still require adjudication. The CFTC is seeking restitution, disgorgement, financial penalties and trading and registration restrictions.

Strategic Assessment

The alleged operation relied on technical language to make a custodial investment programme appear connected to decentralised finance. Customers were not independently supplying liquidity through transparent smart contracts. They were transferring control of funds to an intermediary.

That distinction matters. Verifiable onchain positions should produce wallet addresses, pool records and fee income that investors can inspect. Promised DeFi returns without identifiable deployment leave customers dependent on internal account statements.

Existing customers carry the recovery risk because criminal proceedings, civil claims and asset tracing may compete for a limited pool of recoverable property. Regulators benefit from Delgado’s guilty plea, although it does not automatically resolve every civil allegation against the company.
