Crypto and Banking Groups Mobilize Before September 15 CLARITY Act Vote

The struggle over U.S. crypto market-structure legislation is entering a decisive phase ahead of a procedural Senate vote scheduled for September 15.

Crypto companies and advocacy organizations have expanded lobbying activity in senators’ home states. Their argument is that the CLARITY Act would define regulatory jurisdiction, protect domestic employment and give legitimate digital-asset companies a workable legal framework.

Banking organizations are pushing in the opposite direction. Their concerns include stablecoin competition for deposits, financial-stability risk and provisions that could allow crypto platforms to offer incentives resembling deposit yield.

The bill also faces opposition from senators who believe its anti-money-laundering and consumer-protection provisions are insufficient. That opposition means the procedural vote may determine whether the legislation advances at all.

The political window is narrowing as the midterm election approaches. A change in congressional control could force the industry to restart or substantially revise the legislation.

The vote will not settle every digital-asset question, but it could shape how the SEC, CFTC and banking regulators divide responsibility for major portions of the market.
