Modern Treasury submitted an application to the Office of the Comptroller of the Currency to establish Modern Treasury National Trust Bank. Modern Treasury
If approved and authorized to open, the limited-purpose national trust bank would provide federally supervised digital-asset custody and related fiat services. Modern Treasury says the structure would allow customers to custody and move stablecoins and fiat through an integrated platform.
The proposed bank would not make loans or issue stablecoins. Modern Treasury’s existing software and payment-service-provider business would remain separate.
The company says its platform has processed more than $600 billion in payments for hundreds of organizations. The charter application is not an approval, and the proposed bank cannot begin operations until OCC review and final authorization are complete. Modern Treasury
TOKEN RECON ASSESSMENT
The application lands directly in the legal fault line created by the community-bank challenge to the OCC’s national trust charter policy. Modern Treasury is effectively testing whether the federal trust-bank route will continue attracting mainstream payments infrastructure companies while that authority is contested in court. The next meaningful event is an OCC charter decision or a court ruling that changes the legal foundation for these applications.
