The Securities and Exchange Commission has approved a Cboe rule change allowing standardized binary options tied to specified corporate key performance indicators. The approved framework covers metrics reported by a defined group of public companies, including crypto-linked issuers Coinbase, Robinhood and MARA Holdings.
The instruments will settle in cash and use European-style exercise, meaning they can be exercised only at expiration. SEC Chairman Paul Atkins said the products will be National Market System securities subject to securities-exchange protections, including customer-account rules, margin requirements, trading halts, auctions and market-maker obligations.
The SEC docket for SR-CBOE-2026-061 lists the approval order dated 13 October. The covered crypto-company examples include contracts based on Coinbase trading volume, MARA bitcoin production and Robinhood operating metrics, as detailed in CoinDesk’s review of the approved product set.
The decision does not settle the broader boundary between securities options and event contracts. Atkins stated that the order applies only to the approved exchange-listed securities products and neither addresses nor forecloses Commodity Futures Trading Commission jurisdiction over differently structured contracts based on similar KPIs.
Cboe still has to list particular expirations, strikes and contract specifications before investors can judge liquidity or pricing quality. Approval provides a regulated route to trade company outcomes, but it does not guarantee that these binary markets will attract durable open interest.
TOKEN RECON ASSESSMENT
The SEC has opened a securities-law channel for outcome-based markets without treating every KPI contract as the same regulatory object. That distinction may matter more than the first Coinbase or MARA contract. The launch schedule, customer eligibility and early market-maker depth will show whether the approval becomes a meaningful new derivatives category or remains a narrow exchange experiment.
