Kazakhstan Grants First Crypto Exchange License Under New Digital Asset Rules

Kazakhstan has issued its first crypto exchange license under its revised Digital Assets framework, marking the country’s transition from a tightly controlled crypto market to a broader regulated trading environment.

The National Bank of Kazakhstan (NBK) awarded the license to local firm Pax Finance, allowing the company to buy, sell, store, and exchange digital assets for fiat, while also operating Bitcoin ATMs and expanding services nationwide.

The approval follows amendments to Kazakhstan’s Digital Assets Act, which took effect in May 2026. Under the updated framework, crypto exchanges can now operate beyond the Astana International Financial Centre (AIFC), provided they obtain the required licences and register with the central bank.

The move expands legal access to crypto trading while bringing more market activity under regulatory oversight.

Strategic Assessment

Kazakhstan is shifting from restricting crypto activity to regulating it. Rather than pushing trading into offshore platforms and peer-to-peer markets, authorities are creating a legal pathway for licensed exchanges while continuing enforcement against unregistered operators.

That strategy has already been accompanied by a crackdown on the shadow market, with authorities closing roughly 130 illegal crypto platforms and citing concerns over capital outflows through cross-border digital asset transactions.

The first licence sets a precedent for future exchange approvals and supports Kazakhstan’s ambition to become a regional crypto hub. Success, however, will depend on whether licensed platforms can attract users away from informal markets while maintaining compliance with the country’s expanding regulatory framework.
