The National Bank of Kazakhstan, the Alatau City Authority, and Tether have signed a memorandum to study a stablecoin linked to the Kazakhstani tenge and possible tokenization of real-world assets.
The official Tether announcement says the parties will examine stablecoin use cases, asset tokenization, and decentralized-finance infrastructure. A potential pilot would operate within Alatau City’s special legal regime.
Tether could contribute its Hadron tokenization platform, but the memorandum does not commit Kazakhstan to issue a tenge token, select Tether as an issuer, or approve a reserve model. CoinDesk’s report describes the agreement as an exploratory framework leading toward a possible pilot proposal.
Key policy questions remain unanswered: who would issue the asset, what reserves would support it, whether holders would have direct redemption rights, how banking and sanctions controls would work, and whether the token would be available outside the special zone.
TOKEN RECON ASSESSMENT
Central-bank participation raises the project’s credibility, but a memorandum is not an issuance decision. The consequential next document is a pilot framework naming the issuer, reserve custodian, legal claim, chain, redemption process, and supervisory authority. Until those elements exist, no official tenge stablecoin should be assumed to be live.
