South Korea Orders Website Blocks Against 27 Unregistered Crypto Exchanges

South Korean authorities are extending their restrictions on unregistered overseas crypto platforms from mobile applications to websites, targeting 27 services including KuCoin, BitMart and MEXC.

The Financial Intelligence Unit said the Korea Communications Standards Commission approved the blocks after reviews on October 6 and 7, as summarized in the regulator-linked report. Overseas sites will be blocked domestically, while services operating from within South Korea can face termination.

Foreign exchanges must register with the FIU and meet local anti-money-laundering and security requirements to serve South Korean customers legally. The regulator said it has referred 44 unregistered operators to investigators and can pursue additional blocks if a platform reappears at another address.

Only 28 virtual-asset service providers were registered at the time of the announcement. Authorities warned that users of unregistered platforms may have difficulty recovering funds and said they would coordinate with the Digital Asset eXchange Alliance to assist withdrawals where access restrictions create problems.

Website blocking does not seize customer assets or prove misconduct beyond unregistered service activity. Users may still face operational risk if access is interrupted before they move funds, and the effectiveness of domain blocking will depend on enforcement against replacement addresses and alternative access routes.

TOKEN RECON ASSESSMENT

The policy change closes a distribution channel rather than resolving cross-border supervision. The immediate risk is customer access and withdrawal continuity, not a regulator-ordered asset confiscation. Exchange registration, clear withdrawal procedures and any subsequent investigative action will determine whether the measure produces orderly exits or fragmented offshore access.
