Treasury Sanctions Hamas Financing Network That Used Cryptocurrency and Sham Charities

The U.S. Treasury Department has sanctioned three individuals and two France-based organizations accused of operating a multi-year financing network that moved more than $2 million to Hamas through purported charities and cryptocurrency channels.

The October 2 action designates Saleem Abdallah Saleem al-Zaq, Faouzi Barika and Amel Oualid, along with Association Baraka and Ensemble C Mieux. Treasury says al-Zaq oversaw a network using money-service businesses and cryptocurrency wallets to transfer funds to the Hamas Al-Qassam Brigades. U.S. Department of the Treasury

Treasury alleges that the three individuals collected more than $2 million between 2020 and 2026, including $1.5 million after the October 7, 2023 attack on Israel. Barika and Oualid allegedly transferred hundreds of thousands of dollars in cryptocurrency to al-Zaq while soliciting donations under humanitarian pretenses.

The official OFAC list update identifies the sanctioned persons, addresses, organizations and registration details. It does not publish cryptocurrency addresses, transaction hashes or asset-specific totals. The sanctions record therefore establishes the designations and Treasury’s allegations, but it does not currently support independent blockchain tracing. Office of Foreign Assets Control

Property controlled by the designated parties and held in the United States, or by U.S. persons, must be blocked and reported. U.S. persons are generally prohibited from transactions involving the designated parties, while foreign financial institutions may face secondary-sanctions exposure for knowingly facilitating significant transactions on their behalf.

The operational consequence extends beyond the named individuals. Exchanges, stablecoin issuers, custodians and blockchain analytics providers must now screen the designated identities and any reliably associated wallet infrastructure.

Treasury has not disclosed the relevant addresses. Until it does, or until investigators publish defensible attribution, unrelated transactions should not be connected to the network based only on geography, donation narratives or proximity to previously sanctioned wallets.
