Franklin’s $150 Million XRPL Mint Shows Why Tokenized Supply Is Not the Same as Distribution

Franklin Templeton’s Singapore tokenized money-market fund added roughly $150 million of shares to the XRP Ledger in two subscriptions, taking its outstanding XRPL balance from about 48 million shares to nearly 193 million. The jump is substantial. The distribution footprint is not: ledger data reviewed by CoinDesk shows all of those shares in one wallet. coindesk.com

That contrast is the clearest signal in the transaction. Tokenized asset dashboards often foreground total value, issuance volume and chain rankings. Those measures can establish that regulated assets are being represented on a public ledger, but they do not necessarily show how many investors hold them, whether secondary trading exists, or whether capital is moving through a genuinely open market.

The Franklin OnChain U.S. Dollar Short-Term Money Market Fund is a Singapore-domiciled vehicle whose shares are represented by the sgBENJI token. Two receipts, each for approximately $75 million, corresponded with two issuances of about 72.2 million shares at roughly $1.039 per share. The resulting XRPL position was worth around $200 million at the transaction price. RWA.xyz uses a one-dollar valuation convention and displayed a lower figure near $193 million.

The wallet concentration does not prove that there is only one beneficial investor. It may be an omnibus or custody address representing multiple clients, and the public records reviewed for this article do not identify the capital source. It does prove that the visible onchain holder count did not expand alongside the supply. That is a meaningful limitation for anyone using holder addresses as a proxy for adoption.

Institutional rails, not permissionless distribution

The token also carries controls that distinguish it from a bearer asset. Franklin’s issuer account can approve, freeze and recover holdings under the fund’s operating structure. The holder wallet and issuer account share the same eight authorized signers, with any two able to approve a transaction, according to the ledger analysis. Those features are consistent with a regulated fund using a blockchain as transfer and recordkeeping infrastructure, rather than placing unrestricted securities into a permissionless market.

This model is not inherently weaker than broad public distribution. A concentrated wallet may be the correct architecture for a custodian, transfer agent or institutional platform. It is simply a different claim. The evidence supports growth in tokenized fund issuance on XRPL. It does not yet establish growth in independent holders, secondary liquidity or composability across decentralized finance.

The distinction matters as chains compete for real-world asset totals. A single subscription can move hundreds of millions of dollars onto a ledger and abruptly change rankings, even when the commercial relationship sits behind one controlled address. Supply, holders, transfer frequency, redemption activity and secondary-market depth need to be read together before calling that movement adoption.

What would confirm broader use

The next confirmation point is distribution. Additional authorized wallets, recurring transfers among independent participants, disclosed integrations with institutional platforms, or evidence of redemptions and secondary settlement would show that sgBENJI is progressing beyond concentrated issuance. If the balance remains in one wallet, the more defensible interpretation is that XRPL has won a meaningful institutional recordkeeping mandate, not that a broad onchain market has formed.

TOKEN RECON ASSESSMENT

The verified signal is institutional scale without visible distribution. Franklin has put a materially larger regulated fund balance on XRPL, but the chain currently shows one holding address and issuer-level controls. Token Recon considers this a real infrastructure win for XRPL, not evidence of a liquid tokenized-securities market. The thesis strengthens if independent authorized wallets, transfers and redemptions appear. It weakens if the balance remains static in an issuer-linked custody structure.
